The MLB Contract Problem

Today Brett Anderson accepted  a 1 year 10 million dollar contract (with up to 4 million in incentives) from the Los Angeles Dodgers. Brett Anderson has had success in his career but the problem is that he has not had more than 30 starts in a season since his rookie season in 2009. This is a problem! Players who are unable to complete a whole season should not be receiving 10+ million dollars a year, they should be receiving 1 year 2 million contracts with 6 or 7 million in incentives. This is not just a problem with Brett Anderson, this has been a problem throughout baseball for the past few seasons. Mediocre players are getting paid like good players, and good players are getting paid like elite players, and the GM's who are making these decisions are getting paid less than the mediocre players are. I understand the argument of that anybody could technically be a GM but it takes a special skill to throw or hit a 95 mph fastball. However I do think that the upper level GM's should be getting paid upwards of 9 or 10 million because their decisions affect the entire baseball team.
